On 9th January, Malaysian Business Chamber in Cambodia marked a significant milestone in workforce development with the official launch of the “Critical Core Skills for Emerging Managers” Programme. This initiative, jointly developed with the Singapore Learning Academy (SLA) as the Training Partner, is supported by the Skills Development Fund Cambodia (SDF). It aims to empower Cambodia’s emerging managers with essential skills to navigate the challenges of a dynamic global economy.

The event was held at Oakwood Premier Phnom Penh and was graced by the presence of esteemed H.E. Kolpheng Vaddhana, Undersecretary of State, Ministry of Education, Youth and Sports (MoEYS) as the Guest of Honour, and dignitaries and distinguished guests: H.E. Shaharuddin Onn, Ambassador of Malaysia to Cambodia, H.E. Kouch Koulom Or, Director of Non-Formal Education Department (MoEYS), Ms. Sreytom Tim, Representative of Mr. Sokkim Ky, CEO of SDF Cambodia, Ms. Ros Chansophea, Deputy Director of the Department of Higher Education Management, representing Mr. Kong Phoumika, Director of the Higher Education Department (MoEYS); and Mr. Phun Sopheak, Director of the National Institute of Labour, Ministry of Labour and Vocational Training (MLVT).

MBCC’s Commitment to Workforce Development

In his welcoming speech, Oknha Tan Khee Meng, President of MBCC, expressed the association’s initiative and dedication to fostering partnerships that will strengthen Cambodia’s workforce. “Today, we gather here not just to inaugurate another training program but to reaffirm a shared mission — the mission of talent development and empowerment for Cambodia’s bright and promising workforce. This initiative is a testament to MBCC’s unwavering commitment to corporate responsibility and our enduring belief in the potential of Cambodian talent.” The president also said, “Let us celebrate the launch of this meaningful initiative and look forward to the transformative impact it will have on the lives of many. Let this be a stepping stone toward a brighter, more prosperous future for Cambodia, driven by its greatest asset — its people.”

Echoing the President’s speech, Mr Tan Wee Pin, CEO of SLA, said, “At SLA, we strive to continue being a prominent platform for skills development and workforce transformation in Cambodia, working closely with all stakeholders to create a brighter future for our emerging leaders.”

SDF’s expressed gratitude towards MBCC’s Contribution

Ms Sreytom Tim, on behalf of Mr Sokkim Ky (CEO of SDF Cambodia), commended the association’s enthusiasm and commitment “I would also like to extend my gratitude to Malaysian Business Chamber in Cambodia, whose enthusiasm and commitment to upskilling will play a pivotal role in shaping the future of leadership in Cambodia and the willingness to cost-share more. This reflects your real Corporate Social Responsibility and contributions to Cambodia’s effort to uplift our workforce and economy. In this regard, I would like to encourage both partners to continue cooperating and create more upskilling opportunities for our citizens.”

A Collaborative Effort

H.E. Kolpheng Vaddhana mentioned, “Today, we live in a world where knowledge is a true power and a foundation of progress in advanced technologies and the digital era. Organizations are constantly adapting to changes in technology and workforce expectations. As emerging managers step into their roles, they must possess a solid set of core skills that enable them to navigate these complexities effectively.” His Excellency further acknowledges the partnership between MBCC, SLA and SDF: “I personally believe the partnerships among SLA, MBCC, and SDF add value to the business landscape in Cambodia. Therefore, I urge Singapore Learning Academy, Malaysian Business Chamber in Cambodia, and Skills Development Fund Cambodia to continue their collocation to promote education and business in Cambodia and the region.”

Continuous Collaboration – Advocating Lifelong Learning

During the launch, MBCC also signed an MoU with SLA to establish a partnership in training and capacity building. The objective is to continue playing a critical role in supporting the Royal Government of Cambodia and SDF’s agenda on human resource development through MBCC’s influence as one of the leading associations in Cambodia and SLA’s expertise, resources, and professional training.

The “Critical Core Skills for Emerging Managers” Programme is just the beginning. MBCC, SLA, and SDF look forward to expanding this initiative and creating more opportunities for Cambodia’s workforce to thrive in an increasingly competitive global market.
